Insight: Velvet glove trumps iron fist in south China land riot (Reuters)

LUFENG, China (Reuters) ? It was an unusual scene for a Chinese riot -- there was not a single policeman in sight.

In the southern village of Wukan, debris and smashed furniture littered the courtyard of a ransacked government office several days after villagers clashed with officials over illegal land requisition.

Gangs of laughing children bounced up and down on a torn mattress in the courtyard as other villagers went around smashing out the last shards of glass from shattered windows with sticks, while others scoured the gutted rooms for useable items.

"Come up here," said one child running through the deserted Wukan local Communist Party office and pointing at hundreds of condom packets strewn on the ground amid piles of debris, papers and broken appliances. "Look how corrupt they were."

The riots earlier this month in Wukan, a suburb of Lufeng city on the eastern flank of economic powerhouse Guangdong province, have again highlighted the specter of rural unrest in China, alarming for its Communist Party rulers.

While the Wukan clashes saw an initial crackdown by authorities on villagers who had gathered to protest dodgy deals involving hundreds of hectares of farmland, the aftermath was highly out of character in a country where the normal response to unrest is to "strike hard" with an iron fist.

Instead, authorities seemed to melt from sight for several days, a stark contrast to other "mass incidents" in Guangdong and elsewhere in China in recent years where the police presence has been typically overwhelming.

It was unclear if the softer line spells a trend for handling future unrest, or involved direct intervention by the province's reform-minded party chief Wang Yang. But the tactics did succeed in heading off an incident that could have been a powder keg, and a political headache for Wang.

"Sometimes the lack of reaction is a paralysis and sometimes it's an attempt to defuse the situation," said Nicolas Bequelin, a researcher with Human Rights Watch. "I think the police in China want to be as professional as possible, to have no ideological blinders in a sense, and if the best way is to give way and let people rampage for two days, they will do it."

Six years ago, Guangdong was roiled by severe clashes in Dongzhou Township and Taishi village, also over corrupt land deals, that saw a brutal security crackdown.

In Dongzhou, authorities shot dead three people "in alarm" when villagers stormed a wind power plant while in Taishi, hired thugs and riot police terrorized villagers, roughed up journalists and sealed off the area.

The stakes are high for Wang, in charge of the affluent province a short drive from the financial hub of Hong Kong.

UNREST AND HIGH POLITICS

Wang recently coined a "Happy Guangdong" model of development to even out economic imbalances and emphasize social harmony, and is widely expected to be promoted to China's highest ranks in a watershed leadership transition next year.

"He has a short-term agenda, which is to survive and protect his image until next year," said Jean Pierre Cabestan, a professor of politics at Hong Kong's Baptist University.

Wang has had two recent and serious tests, the latest in Wukan. Only in June, Guangdong was riven by riots in the city of Zengcheng, outside the booming provincial capital Guangzhou which had just hosted the 2010 Asian Games. Thousands of migrant workers rampaged, torching police stations and cars over several days.

The mood in Zengcheng was tense and authorities took no chances, mobilizing thousands of riot police, swiftly reclaiming a police station, clearing away charred hulks of torched vehicles, and keeping security forces deployed for weeks afterwards to guard against fresh trouble.

The response to the Wukan incident "perhaps indicates a new tactic for Guangdong. Party Secretary Wang Yang has pledged to increase the amount of harmony in Guangdong, even if it means lower growth," said Victor Shih, a political scientist at Northwestern University in Illinois.

While the hands-off approach in Wukan may not herald a trend, China's crowd control tactics and riot management strategies have shown signs of evolving. Recent examples of official capitulation include the shutdown of a petrochemical plant in the northeastern city of Dalian that was blamed for a toxic spill scare and had sparked large-scale demonstrations.

In Wukan, aggrieved villagers said they had patiently lobbied local authorities six times over the past few years to investigate corrupt officials colluding with developers, and saw the storming of government buildings as a symbolic victory against the abuse of power.

"They took my family land, how dare they do this," said a bespectacled villager surnamed Zhang in a black T-shirt. A red banner draped over the entrance of the gutted office and smashed metal gates declared: "Return Our Land. Return our livelihood."

RURAL FRICTION

A former deputy editor-in-chief of the official party newspaper, the People's Daily, said the number of "mass incidents" in China, an official euphemism for social disorder, was consistently above 90,000 per year from 2007 to 2009.

Land disputes are now among the most explosive issues facing China today, as increasing land prices provide a massive incentive for corruption and lead to patronage networks of officials and businessmen.

Joseph Fewsmith, a China expert at Boston University, said in a report that after China abolished agricultural taxes in 2006, conflicts between local cadres and farmers had centered on requisition of land. Land and Resources Ministry received "hundreds of thousands" of complaints from farmers every year, he said, citing the progressive Southern Weekend newspaper.

Conflicts over the estimated 200,000 hectares of land requisitioned from farmers in China each year accounted for more than 65 percent of rural mass incidents, the Beijing-based China Economic Times has reported.

With the scrapping of agricultural taxes, land sales have become the main source of income for local governments, raising the stakes and rewards of requisitioning land for development.

"GOLDEN SANDS"

Evidence of the yawning wealth gap and the resented land requisitions is apparent across China, and Wukan is no exception.

New developments have sprouted up on farmland in recent years including the palatial Lufeng city government headquarters, a holiday hotel resort featuring an avenue of 60 salmon-pink luxury villas, and a neon-bathed "Golden Sands" nightclub where leggy hostesses entertain patrons who arrive by chauffeur-driven cars from as far afield as Shenzhen, next to Hong Kong.

This underlying bitterness coalesced into a unified defiance against authorities in Wukan. When hired thugs began beating the elderly and children who had gathered peacefully in protest, the villagers' backlash was fierce, villagers said.

"They were like mad dogs, beating everyone they saw," said Wukan resident Wu Suidu. "They arrested a few villagers so we surrounded the police station until they released people."

Instead of sending in fresh reinforcements after being forced to flee, Lufeng authorities deserted the town, later extending an olive branch and holding talks with villagers.

The villagers agreed to a temporary truce after Lufeng officials promised to probe the land grab claims and consider allowing a village election to vote for a clean and fair representative for land negotiations in future.

Four days after the riots and abandoning their posts, police and local officials returned to town peacefully, senior village representative Yang Semao told Reuters by telephone.

"There was some tension when they came back. But things are back to normal. My family is a little concerned for me after this trouble, after what the entire village did, but we only did it to fight for the village's rights," Yang said.

"The officials said they couldn't promise not to charge any villagers for the trouble, but said they'd try to deal with things with a light touch."

According to data from a research done by MPF Research ? a division of RealPage Inc. ? Austin rental rates saw the fifth largest jump nationally. Austin apartment rental rates grew by 6.9 percentage points over the last year.

Four west coast cities outranked Austin for the tops spots for the highest rate growth in national metro areas. Those cities were San Francisco, which increased 13.4 percent, it?s neighbor San Jose, which jumped 13.1 percent, Oakland, up 7.7 percent and finally Seattle which was saw a growth of 7.3 percent.

MPF Research said they anticipate that 2012 will very much the same as this year has gone so far. Occupancy rates are expected to rise another half to full percentage point, and rents are again expected to rise anywhere between 4 and 5 percent.

With rental rates on an annual rise it?s actually a great thing for the Austin real estate market. As lease rates begin to approach costs for mortgages those savvy to the idea will start working on buying properties as opposed to leasing. As recently as August, 2011 the average rental rate for a 1 bedroom was $772, and $1043 for a 2 bedroom. And with mortgage rates dropping so much, it is beginning to make more sense to make the switch from leasing to buying.

Dalai Lama clouds South Africa trade trip to China (Reuters)

JOHANNESBURG (Reuters) ? South Africa's deputy president left for China on Monday on a trip that Beijing may use to influence Pretoria to reject a visa application by the Dalai Lama.

South Africa has not made a decision yet to allow a visit by the Tibetan spiritual leader and Nobel Peace Laureate, the Foreign Ministry said. The Dalai Lama was invited by Archbishop Desmond Tutu, another Peace Prize recipient, to attend his 80th birthday celebration in early October.

The Dalai Lama, once embraced as a beacon of peace in South Africa when apartheid ended, has become a diplomatic headache for the country as its economic fortunes are increasingly linked to China, which had pushed Pretoria to reject a previous visa application.

The three-day visit by South African Deputy President Kgalema Motlanthe is aimed at bolstering economic ties. He was invited by Vice President Xi Jingping, widely seen as China's future leader.

In mid-July, Xi, in his first major speech on Tibet, vowed to crack down on separatist forces he said were led by the Dalai Lama, suggesting he will not ease Beijing's hardline stance toward the region and angering many Tibetan self-advocacy groups.

"It is a concern not to upset the Chinese," said Thomas Wheeler, a diplomacy specialist at the South African Institute of International Affairs.

South Africa rejected the Dalai Lama's last application when Tutu and former Presidents Nelson Mandela and F.W. de Klerk invited him to a 2010 peace conference.

"When you are dealing with the reality of politics, there are other considerations than these high principles. That has been a let down for everybody who expected South Africa to be different," Wheeler said.

South Africa exports about $5.5 billion a year in minerals to China and Africa's largest economy has been increasingly a destination for Chinese foreign direct investment.

China last year invited South Africa to join the BRIC grouping, a diplomatic coup for President Jacob Zuma. It was also seen by analysts as a Chinese stamp of approval for the country's role as a stepping stone to the African continent.

China has ruled Tibet with an iron fist since Communist troops marched in 1950. It says its rule has brought much needed development to a poor and backward region.

The Giants beat up the Eagles 29-16 on Sunday, knocking out Michael Vick in the process.?

1. The Giants won this game because they were tougher in short yardage. The Eagles were in position to prevail in second half. They couldn?t convert during multiple chances on the goal line and settled for a field goal. ?LeSean McCoy was stuffed on fourth and one in the fourth quarter.

New York converted their similar opportunities down the stretch. Ahmad Bradshaw finished with 139 yards from scrimmage.

2. Eli Manning threw four touchdown passes. It seemed like the Giants kept dialing up the perfect play call to combat the Eagles blitz.

3. Yeah, Eagles defenders Kurt Coleman and Casey Matthews were exposed on first half TDs. But it was Philly?s biggest name ? Nnamdi Asomugha? that gave up the decisive play of the game.

Victor Cruz out-leaped Asomugha at the goal line for a touchdown to take the lead in the fourth quarter. Cruz had two long scores and was deep another time. ?Cruz partied like it was the preseason of 2010.

4. Maybe Andy Reid was smart last week not to be too aggressive with Mike Kafka. ?The backup?s first pass on Sunday was a deep pass that was picked off. He was intercepted again later in the quarter.

If Vick can?t play next week, it will be interesting to see if the Eagles roll with Vince Young.

5. The Eagles have to be very concerned about the hits Vick takes on a weekly basis. That?s the formula to beat the Eagles ? beat up Vick.

6. Don?t underestimate the importance of this game. The Giants have two games against the NFC West coming up. ?They could get to 4-1 despite all their injuries. ?Tom Coughlin teams always seem to play best when things look bleakest.

7. The NFC East looks wide open with four good, not great teams.

U.S. calls online poker site a "global Ponzi scheme" (Reuters)

NEW YORK (Reuters) ? U.S. prosecutors made new allegations on Tuesday in a probe of the Full Tilt Poker website, accusing self-styled "Poker Professor" Howard Lederer and professional poker champion Christopher Ferguson and others of paying themselves more than $440 million while defrauding other players.

In a motion filed in federal court in New York to amend an earlier civil complaint, the prosecutors accused Full Tilt Poker of running a Ponzi scheme that continued even after the original charges were filed.

Prosecutors unsealed the earlier charges on April 15, accusing three Internet poker companies -- Full Tilt Poker, Absolute Poker and PokerStars -- and 11 people, including Full Tilt director Raymond Bitar, of bank fraud, illegal gambling and money laundering offenses.

Lederer is described on his website (http://www.howardlederer.com) as "The Poker Professor" and Ferguson has won five World Series of Poker events. The men are directors and owners of Full Tilt Poker.

"In reality, Full Tilt Poker did not maintain funds sufficient to repay all players, and in addition, the company used player funds to pay board members and other owners more than $440 million since April 2007," the office of Manhattan U.S. Attorney Preet Bharara said in a statement.

"Full Tilt was not a legitimate poker company, but a global Ponzi scheme."

A Ponzi scheme is usually one in which early investors are paid with the money of new clients and it collapses when funds run out.

The U.S. Attorney's previous civil complaint did not contain allegations of the company defrauding players or owners taking payments improperly.

Representatives of Full Tilt Poker could not immediately be reached to comment on the amended complaint, which has yet to be approved by a U.S. District Court judge. This type of filing is usually approved as a formality.

The prosecutors said Full Tilt Poker's board of directors, including Bitar, Lederer, Ferguson and Rafael Furst, defrauded players by misrepresenting that their funds in accounts were safe, secure and available for withdrawal.

In the new complaint, they cited emails and poker message board postings in 2008 and 2009 in which Full Tilt Poker and its representatives assured players their money was safe.

One of those emails read, in part: "To protect both our players and business from financial problems, all player account funds are segregated and held separately from our operating accounts. Unlike some companies in our industry, we completely understand and accept that your account money belongs to you, not Full Tilt Poker."

The government challenges the assurances, saying the company did not have money to repay the players.

The case is USA v Pokerstars, et al, U.S. District Court for the Southern District of New York, No. 11-02564.

It's the second time Dr. William Petit has had to talk a jury through the 2007 ordeal that left his wife, Jennifer Hawk-Petit, and their two daughters, 11-year-old Michaela and 17-year-old Haley, dead.

Petit testified Tuesday in New Haven Superior Court in the trial of Joshua Komisarjevsky, a 31-year-old ex-con who faces a possible death sentence if convicted.

The physician also testified at the trial of? co-defendant, Steven Hayes, who was convicted and sentenced to death last year.

Petit told the jury that he awoke to a warm liquid running down his face and initially wasn't sure if it was a dream. He says he saw two people, one of whom said "if he moves put a bullet in him."

Petit, who had blood in one of his eyes, said he was tied up and later moved to the basement, saying he held onto the rails with his fingertips so he didn't fall. He was tied to a pole.

He said at one point that he heard loud thumping sounds on the floor and his wife moaning. Then he said he heard a voice say, "Don't worry everything will be over in a couple of minutes."

"It sounded much more serious, much more sinister," Petit said of the voice.

Petit said he had struggled for hours to free himself, but the ties got tighter. "I think there were times I would fade a bit and slump against the pole," he said.

As he slumped, Petit said his weight apparently loosened the ropes and he was able to free himself.

Petit said he wasn't sure of the intentions of the men. He noted that there were two of them, that one of the men had a gun and that his feet were bound, so fighting back wasn't an option.

"I didn't think it would be a good match," he said.

Petit said he hopped up some stairs to a basement door. He said he fell down, crawled and rolled across a lawn to a neighbor's house.

Petit said it felt like his heart was going to explode out of his chest.

Authorities say Komisarjevsky and Hayes, two paroled burglars, broke into the family's Cheshire home in July 2007 in a robbery attempt.

Hayes forced Hawke-Petit to withdraw money from a bank before he raped and strangled her in the family's home. The girls, who had pillowcases placed over their heads, died of smoke inhalation after the house was doused with gasoline and set on fire.

The defense on Monday tried to limit Petit's testimony, arguing that it was too emotional and that emotions should be kept out of the guilt or innocence phase. The judge denied the request, but said the defense could offer objections during the testimony.

Komisarjevsky's attorneys admitted in court on Monday that their client struck Petit over the head with a baseball bat when he and Hayes broke into the home, but said their client was not the ringleader and never intended to kill anyone.

They said Komisarjevsky went into the home to rob the family but the plan changed when he and Hayes found a bank book with $40,000 and Hayes said they needed to kill the family and burn the house down.

The case is expected to last three weeks, not including closing arguments.

What I hadn't anticipated was how bewildering it would be. When the nurse held my son -- red-faced, wrinkled and still wet from delivery -- to my breast and pushed my nipple inside his tiny pink mouth I feared he might suffocate. Neither of us knew what we were doing, and together we fumbled. Any position I tried felt awkward and clumsy and entirely wrong. What I quickly learned is that although breast-feeding is one of the most natural things in the world, as natural as sex and eating, it is very much a learned skill. (Think back to your first sexual experience, and you will likely cringe at the awkwardness of the moment, at your utter lack of knowledge. Even eating comes with a learning curve; as humans, we are first nourished with liquids and gradually introduced textures as teeth emerge and bite reflexes are mastered.) My point? It takes time for mothers to learn to feed their babies, to know how much, or even when. Babies can't always latch properly. Mom's milk refuses to come in, and even when it does, baby starts to lose weight. Mom's boobs become engorged. The list goes on and on.

My problem was that everyone failed to tell me how excruciating it could be. After being pulled on and sucked for 20 to 30 minutes every two hours, my nipples were soon raw, bleeding and cracked. In the shower I shielded my breasts from the stream of water spitting down on my body, and after would carefully dab Lanolin ointment on my tender nipples to prevent further cracking. Even light fabrics grazing across my breasts caused a grating, irritating sensation that made wearing shirts and bras almost unbearable. Going topless from time to time would have been my saving grace, but then there was the spillage factor to consider. My breasts rained milk from dusk to dawn and all through the night, and a "no touch" rule was strictly enforced upon my husband in case my breasts "think" a hungry baby might be in the vicinity.

Through all this my breasts, sadly, became mere shadows of their former perky selves, and I found it best, if not absolutely necessary, to keep them contained lest I frighten anyone (husband, mostly) with their curious resemblance to a sweet old orangutan mother. But then one day, just after I'd resigned myself to wearing push-up bras for the rest of my days here on earth, they were gone, simply gone -- suckled away, I suppose, by that insatiable appetite of his. Eventually, though, it became time to introduce a bottle, either formula or breast milk. I had been warned that if I waited too long, my son would likely reject it. Pumping hadn't worked for me, and so after eight months, I decided to give formula (gasp!) a try. Inwardly my mind screamed "But breast is best!" while another part of me knew that it was time to get off the high horse and just give him the damn bottle already.

I finally justified the decision by reminding myself I'd already breast-fed twice as long as I'd anticipated. Besides, this formula thing was kind of an experiment; I was convinced he wouldn't like its artificial taste -- not after the rich, milky goodness that came right from Mom's breast. Surely he would spit it out and look at me with disgust in his eyes, as if to say, Stewie Griffin-like, "Lois, what in the deuce is this? Do you think I'm stupid? Feed me the real stuff, woman. From your boob!"

But that isn't what happened. Not at all. He reached for that bottle and sucked it back like a cold beer on a hot day. He smiled at it and sucked at it furiously until he'd slurped every last drop. All of a sudden that bottle was his new best friend and Mom was cast aside, the old friend he didn't have time for anymore.

This was the moment I was supposed to feel free, wasn't it? I'd expected a battle -- a long, drawn-out struggle between baby's need for breast milk and mama's desire to take back ownership of her body. After all the endless tugging and pain and embarrassing wet spots, I should have felt overjoyed. And I did -- for just a moment.

But then came disappointment. Outrage followed (what were they putting in that stuff, anyway? Crack for babies?), and then anger at everyone who'd suggested I try. I am a graphic design major. I came into college as a speech pathology major, which ? don?t get me wrong ? is an amazing field. I just could not see myself doing it every day for the rest of my life. When I made the big switch, I realized I was going from a scientific, clinical profession to a purely creative one.

So I began taking art classes. Although challenging and time-consuming, I really enjoyed them. After taking my art basics (drawing, 2D design, etc.), it was time to move into my graphic design classes. My first one was Basic Visual Communication. The name makes it sound like a fairly simple class, right? Wrong. It was tough. My classmates had several all-nighters in the art building in which we traced type on a light table. The 8 a.m. class caused me to question whether or not my new major was right for me. After the first couple of projects, I started feeling it. I recognized this would not be an easy major. I kept pushing.

Others outside of the art department did not feel similarly, however. When they would ask my major, I?d tell them I was graphic design.

?Oh so yours is a fun, easy major,? some would reply.

?Fun? Easy? Are you kidding me?? I?d think to myself. Those stressful, hand-cramping all nighters were neither fun or easy.

I?d hold back from confronting their accusation.

?Yes, fun,? I?d say through clenched teeth.

Sure, I enjoyed what I was doing. Actually, I enjoyed what I was doing after it was done, when I could see the finished product printed and mounted on midnight black mat board. I did not enjoy the fact that others took what we graphic designers did for granted, but as a sophomore in college, a newcomer to the graphic design world, I did not know how to defend my hard work.

Last summer, after conquering a number of graphic design and art courses, I realized that graphic design is more than just making something pretty on the computer.

So one day, a man at church began talking to me about school. I told him my major, and he replied as many other adults to.

?Your major is graphic design? Good luck finding a job,? he said.

Annoyed, I immediately began pointing out examples of graphic design around the room we were standing in.

?That poster ? graphic design. This label ? graphic design.?

He was quite surprised that I so boldly addressed his error. Rather than simply taking his comment as I had so many others, I proved him wrong. And it felt really good.

So this one is for you, graphic designers and artists. To all the late-nights drawing, shading, painting, and building ? the time spent is not in vain. Thanks for making the world a prettier place.

The primary articles index was up 13.04 percent, compared with an annual rise of 13.34 percent a week earlier.

The Reserve Bank of India (RBI) remains bent on fighting domestic inflation , which climbed to its highest in more than a year to 9.78 percent in August, reinforcing the case for another rate hike on Friday despite weakening growth and a worsening global outlook.

The RBI, which has lifted rates 11 times in 18 months, will release its mid-quarter review on Friday.

Touch is the only one of our five senses that doesn't lose its potency with age. As we grow old, our sense of smell becomes less acute; our sense of taste becomes less discriminating; our acuity of hearing diminishes; our eyesight needs enhancement, but touch does not change. In fact, our need to touch and be touched becomes greater. We find glasses which help us to sharpen our sense of sight; we get fitted with hearing aids, in an attempt to restore our pleasure in listening to music, and to understand what others are saying to us. But we don't need any external aids to get joy from our sense of touch. It doesn't diminish.

There are small things that tell us this. We like to have our hair washed and combed; we like to have pedicures; we like to stroke each other and to be stroked, even in small ways. I find myself patting my friend's hand; deciding to use a cane rather than a walker. If I use a walker, I don't need anyone else's help; I am more independent than if I relied on someone to lean on with one hand, while I lean on my cane with the other. I like the touch of my friend's hand. Ah, and massage! Oh, the joys of a good massage! I recommend having a massage at least once a week, and also, if possible, learning how to give a good massage.

We are born with the need to be touched. If we are not cuddled as babies or children, we do not develop as well. Mammals, also, need to be touched and cuddled as pups. There are many experiments with chimpanzees, orangutans, Bonobos, as well as other monkeys, rats, cats and dogs, which demonstrate dramatically the difference between touched and cuddled as babies and those who are not.

All animals have a profound sense of touch. Sponges, tapeworms, insect-eating plants live mainly by touch. If we didn't like the feeling of touching and patting one another, we wouldn't have had sex ... We forget that touch is not only basic to our species, but the key to it." In the absence of touching and being touched, people of all ages can sicken and grow touch-starved.

I've seen bumper stickers that ask, "Did you hug your child today?" I'd like to see a bumper sticker which reminds us to hug each other more than we would do a tree. Trees don't respond the way people do. At 93 plus, I have a caregiver who comes every day to help me bathe and dress. We make it a point to hug each other; I massage her back, and she massages mine. She also massages my feet, hips and legs, and I feel exhilarated by her touch.

Have you ever noticed the way baseball players touch each other? They pat each other on the back, stroke and hug each other; they grab each other's butts as they trot onto the field. Football players go into a huddle, their bodies touching, and then they slap each other's hands as they leave the huddle and run onto the field. A coach will pat his players' heads.Tennis players shake hands and hug each other.

Our sense of self is related to our sense of touch; with how we feel. We stroke our forearms; we run our fingers through our hair to relieve stress. And as we age, we need more assurance that we are loved. If the restrictions of our culture frown on touching, holding hands, hugging and kissing, we have to ignore them. We have to learn to give each other joy through touch, the most important of our senses.
