Critics: Obama slow to fill disaster aid coffers (AP)

WASHINGTON ? The government's main disaster aid account is running woefully short of money as the Obama administration confronts damages from Hurricane Irene that could run into billions of dollars.

With less than $800 million in its disaster aid coffers, the Federal Emergency Management Agency has been forced to freeze rebuilding projects from disasters dating to Hurricane Katrina to conserve money for emergency needs in the wake of Irene. Lawmakers from states ravaged by tornadoes this spring, like Missouri and Alabama, are especially furious.

The shortfalls in FEMA's disaster aid account have been obvious to lawmakers on Capitol Hill for months ? and privately acknowledged to them by FEMA ? but the White House has opted against asking for more money, riling many lawmakers.

"Despite the fact that the need ... is well known," Reps. Robert Aderholt, R-Ala., and David Price, D-N.C., wrote the administration last month, "it unfortunately appears that no action is being taken by the administration." The lawmakers chair the panel responsible for FEMA's budget.

FEMA now admits the disaster aid shortfall could approach $5 billion for the upcoming budget year, and that's before accounting for Irene.

As a result, funds to help states and local governments rebuild from this year's tornadoes, as well as past disasters like hurricanes Katrina and Rita and the massive Tennessee floods of last spring, have been frozen. Instead, FEMA is only paying for the "immediate needs" of disaster-stricken communities, which include debris removal, food, water and emergency shelter.

"Going into September being the peak part of hurricane season, and with Irene, we didn't want to get to the point where we would not have the funds to continue to support the previous impacted survivors as well as respond to the next disaster," FEMA Administrator Craig Fugate told reporters at the White House on Monday.

Earlier this year, the administration requested $1.8 billion for FEMA's disaster relief fund, despite pent-up demands for much more. Appropriations for last year totaled four times that amount.

FEMA estimates that the request still left the disaster fund short by $2 billion to $4.8 billion for the upcoming fiscal year. Those are figures the agency provided to Congress this spring ? before Irene or the tornadoes that destroyed huge swaths of Joplin, Mo., or beat up the South.

With recovery operations from Irene still in the early stages, FEMA spokesman Rachel Racusen said it is too early to know whether that projected shortfall has increased or by how much.

"It's just too soon to know what any uninsured losses will be," Racusen said.

"Even though the president himself said that we are going to do everything we can to help these communities rebuild, the rhetoric has not matched reality, and the Disaster Relief Fund is running out of money," Aderholt said.

The likely vehicle for replenishing the disaster account is the homeland security spending bill for the budget year beginning Oct. 1. The House passed the measure in early June, but the Senate has yet to act.

Meanwhile, Republicans controlling the House and the Democratic-controlled Senate may be headed toward a battle over whether to cut spending elsewhere in the budget to pay for tornado and hurricane aid.

A top leader in the tea-party-driven House says that chamber will find those offsetting spending cuts. The Senate, however, is likely to take advantage of a little-noticed provision in the recently passed debt limit and budget deal that permits Congress to pass several billion dollars in additional FEMA disaster aid without budget cuts elsewhere.

"We will find the money if there is a need for additional money," House Majority Leader Eric Cantor, R-Va., told Fox News on Monday. "But those monies are not unlimited, and we have said we have to offset that."

A House-Senate collision over disaster aid would risk further delays in replenishing dangerously low FEMA disaster accounts.

"It's too early to tell what the damage assessment will be and what next steps may need to be taken," said Meg Reilly, a spokeswoman for the White House budget office.

It's hardly the first time that longer-term rebuilding projects like schools and sewer systems have been frozen out to make sure there's money to provide disaster victims with immediate help with food, water and shelter. But it's frustrating to communities like Nashville, Tenn., which is rebuilding from last year's historic floods.

The Obama White House is just the latest administration to lowball disaster relief requests. Over the past two decades, Congress has approved $130 billion for FEMA's disaster account. But the bulk of that money, $110 billion, has been provided as emergency funding in addition to the annual budget.

The technology behind Ness is the key to the app's functionality. Ness is powered by a proprietary technology called the Likeness Engine. It takes in information from a variety of sources, including Facebook, Foursquare, friend recommendations, restaurant popularity and personal tastes preferences to figure out whether you're going to be interested in a restaurant on a scale of 0-100%.

If Ness can nail down restaurant recommendations, it has the opportunity to become a new type of mobile search engine that can be used for almost any decision.

NEW DELHI (Reuters) ? Anti-corruption crusader Anna Hazare on Wednesday ruled out any compromise in his stand-off with the government over graft legislation, vowing to press on with a hunger strike now in its ninth day, even if it costs him his life.

With Hazare's health failing and thousands of supporters packed into the muddy open ground in New Delhi where he is staging his public fast, time was running out for the government of Prime Minister Manmohan Singh to end the crisis.

Singh pleaded with the 74-year-old to at least agree to go on an intravenous drip, which Hazare has so far refused, and he called a meeting of political parties in parliament to find an end to the impasse.

Hazare's demand for more robust anti-graft laws has tapped into popular fury, particularly among the middle class, over the corruption that dogs Asia's third-largest economy, bringing tens of thousands onto streets across the country in the biggest social protests since the 1970s.

"I've only lost six kilos and a bit of my kidney is affected, but it is nothing to worry about," said the self-styled Gandhian activist, addressing his admirers in the Ramlila field just outside the walled city of old Delhi.

"Until the government agrees to all conditions, I will not back down. Even if I have to die."

The government has begun to offer concessions over tougher anti-corruption laws, but a deal has remained elusive.

"Over the last few days, I have watched with increasing concern the state of your health," Singh wrote in a letter to Hazare that was published by his office. "At worst, our paths and methodologies may differ, though I do believe that even those differences have been exaggerated."

Despite the throng of supporters at Ramlila, criticism of Hazare's unyielding stand has mounted steadily, with prominent social activists, intellectuals and politicians calling on him and his movement to come to a compromise.

Hazare's protests earlier this year prompted the government to introduce the anti-graft Lokpal bill in parliament in August, but he and his supporters have slammed the draft law as toothless.

Hazare's movement wants the draft bill withdrawn and their own version -- which would create an autonomous anti-corruption agency -- to be passed by the end of this month, a demand senior government figures say is unrealistic.

HEALTH CONCERNS MOUNT

Hazare's deteriorating health could force the government to decide on force-feeding him, a move that would risk sparking further protests against a fumbling government of elderly ministers widely seen as out of touch.

"Today is a very crucial day for the movement as his health is critical. Some concrete decision has to take place in the next few days or this movement may turn violent if something happens to him. We hope he breaks his fast in the next two days," said 26-year-old IT graduate Raj Aryan.

Hazare has rejected doctors' advice to go to hospital or take an intravenous drip.

"If anyone from the government comes to take me away forcibly, then block the gates. I will not go," Hazare told his supporters late on Tuesday. He has remained lying or sitting on a public stage in the open for most of the day. He sleeps for a few hours in a small cordoned-off area during the night.

With key state elections due next year in the run-up to a general election in 2014, Singh is under pressure to end a crisis that has paralysed policy making and parliament and added to his unpopularity amid high inflation and a run of corruption scandals.

Many of India's fast-growing urban middle class have joined forces with Hazare to protest against a system that requires bribes for everything from driver's licences to birth certificates and has allowed politicians and businessmen to cream off millions of dollars through shady deals.

Several scandals linked to the government, including the 2G telecoms bribery scam that may have cost the government up to $39 billion, led to Hazare's latest protest.

The activist, who has carried out scores of hunger strikes over the last few decades to pressure governments, has since been visited by Hindu gurus, former judges and Bollywood actors. But he has refused to have any politicians on his stage.

As his fast entered its ninth day, the sentiment inside Ramlila ground remained jubilant. Thousands of people were again gathered in the grounds, large parts of which were waterlogged and muddy after overnight rain.

The main opposition Bharatiya Janata Party, is organising a nationwide protest against the government on Thursday as it seeks to gain influence over what has essentially been a protest driven by the urban middle class.

Hazare was briefly jailed last week, a move the government tried to reverse quietly. But he remained voluntarily in prison until the government allowed him to continue his vigil, in public, for 15 days, and finally emerged last Friday to huge cheers from a triumphant crowd.

Building a better antipsychotic drug by treating schizophrenia's cause

The classic symptoms of schizophrenia ? paranoia, hallucinations, the inability to function socially?can be managed with antipsychotic drugs. But exactly how these drugs work has long been a mystery.

Now, researchers at Pitt have discovered that antipsychotic drugs work akin to a Rube Goldberg machine? that is, they suppress something that in turn suppresses the bad effects of schizophrenia, but not the exact cause itself. In a paper published in this week's Journal of Neuroscience, they say that pinpointing what's actually causing the problem could lead to better avenues of schizophrenia treatment that more directly and efficiently target the disease.

"In the past five years or so, we've really started to understand what may be going wrong with the schizophrenic brain," says Anthony Grace, Distinguished Professor of Neuroscience and professor of psychology in Pitt's School of Arts and Sciences and professor of psychiatry in the Pitt School of Medicine, who is senior author of the paper.

Schizophrenia is made up of three different types of symptoms. Positive symptoms, which are added onto a "normal" personality, include hallucinations and delusions, such as hearing voices, thinking people are after you, or thinking you're being targeted by aliens. Those are the classic symptoms of schizophrenia and the ones antipsychotic medications work on best. Grace says these are the symptoms most likely related to a neurotransmitter called dopamine.

The other two categories of symptoms are negative (what's missing from the normal personality?the ability to interact socially or hold down a job; some emotional flattening) and cognitive (the ability to think linearly or concentrate on one thing at a time). These two really aren't addressed well by antipsychotic drugs. "Blocking the dopamine system seems to fix classic hallucinations and delusions a whole lot better than it fixes the other problems," says Grace.

Grace has been studying the role dopamine plays in the schizophrenic brain since 1978. It's long been known that after several weeks of treatment with antipsychotic drugs, dopamine-producing neurons are inactivated. "It would suggest to us that in schizophrenia there is not too much dopamine, but rather the dopamine system is too responsive," says Grace.

Therefore, by inactivating the neurons, this overresponsivity should be able to be treated. "If there were just too much dopamine in the brain, one would expect the biggest treatment effect would be at the beginning and then it would diminish," Grace says.

But the actual effect is different?it builds over a couple days and then is constant; you don't get the tolerance you'd get with other drug treatments. This didn't fit with clinical observation. "Patients respond in the first few days, but we took weeks to see results in our normal animals," Grace says.

Grace's team developed a rat model that approximates some of the key features of schizophrenia. Rats exhibit the same symptoms one would expect from schizophrenia: sensory processing, cognition, and hyperresponsivity to amphetamines. When team members looked at this animal model and used these antipsychotic drugs, they found that what takes weeks to occur in a normal rat happens in a couple days in these schizophrenia-model rats. "It fits very well with the time course we see in human patients," says Grace.

What causes this to be the case? Grace hypothesizes that it's the schizophrenic brain's dopamine system working overtime. "Our recordings of dopamine neurons suggest that the dopamine system is turned up too high," says Grace. "That fits with human imaging studies in schizophrenics showing the dopamine system is overreacting."

Currently available antipsychotic drugs work by blocking dopamine receptors and stopping dopamine neurons from firing. "Using these drugs, we're fixing the overreactivity by causing the neurons to be inactive," says Grace. "It would be better to fix overreactivity by correcting what causes it.

"It's like fixing a car that's going too fast by taking out the engine instead of lifting your foot off the gas."

Getting Closer to the Source: The Hippocampus?

"What we're doing today, using antipsychotic drugs currently available, is putting a sort of patch several steps downstream from where we think the problem is," says Grace. "By using these animal models, we can start to work backwards to figure out why the drugs are having the effects they do. The next step to look further back and try to fix the problem at its source"

In the schizophrenic brain, it's not just the dopamine system that's hyperresponsive. The hippocampus is also hyperactive. Grace's research shows that this hippocampal hyperactivity probably causes the dopamine system to go into overdrive.

Grace recently published a paper in the journal Neuropsychopharmacology in which he looked at a novel compound that works on another neurotransmitter, called GABA.

"What we found in animal models and others have found postmortem in schizophrenic patients is that the hippocampus is lacking a certain type of GABA-ergic [GABA-producing] neuron that puts the brakes on the system," says Grace. "What we're trying to do is fix the GABA system that's broken and, by doing that, stabilize the system so the dopamine system responses are back to normal, so that we can actually fix what's wrong rather than trying to patch it several steps downstream.

"The dopaminergic system is easier because we have a good handle on what's going on," he adds. "Cognitive symptoms are more complex. We're trying to get a handle on how to approach those. Hopefully we can use some of this novel compound that we think is going to fix more of the symptoms and test in these domains."

After 30 years of studying dopamine and the schizophrenic brain, Grace is gratified to be getting an idea of just how antipsychotic drugs are addressing what we think is wrong with the dopamine system. It's not just simply blocking receptors, it's more complex and inactivates neurons that are hyprerresponsive.

"This is consistent with the hypothesis that the hippocampus is overdriving the system, and antipsychotics are just pushing it over the edge to shut it down," he says. "This gives us an idea of where to go to make a better antipsychotic drug."

America's first postpartum depression clinic: An instant guide (The Week)

New York ? A devastating condition, postpartum depression requires the kind of specialized treatment this new clinic offers. Will other medical centers follow their lead?

The days and weeks following the birth of a child aren't always filled with blissful mother-baby bonding: Postpartum depression strikes about 10 percent of new mothers in the year following childbirth. Now, the first clinic in the United States to specialize in treating postpartum depression has opened at the University of North Carolina at Chapel Hill. Though this development will help increase awareness of this disorder, some observers think we still have a long way to go. Here, a brief guide:

How serious is post-partum depression?
Very. While it's common to have the "baby blues" ? feelings of sadness and lethargy that fade after a few weeks ? postpartum depression can be devastating. Left untreated, it can cause sleep disturbance, changes in appetite, and suicidal thoughts or actions. In extreme cases, postpartum depression can develop into post-partum psychosis, a life-threatening condition marked by delusions, hallucinations, and irrational thoughts.

How have new mothers been treated in the past?
Not very well, according to many women who have suffered through it. It's sometimes difficult for new mothers to find someone who will take their symptoms seriously. The program at UNC was inspired by Maria Bruno, a woman with severe postpartum depression who underwent treatment at the university's mental health ward alongside drug addicts and alcoholics. "I can't talk about it without crying most of the time," says Bruno, as quoted by NPR.org. "It will never escape me, that experience."

What services will this new clinic offer?
It will be open 24 hours a day, with special areas for breastfeeding and pumping, extended baby visiting hours for women who are hospitalized, and family counseling sessions. These counseling sessions are "a particularly good idea, not only because the condition affects the entire family," says Margaret Hartmann on Jezebel, "but because some new fathers have shown symptoms of depression too."

Could clinics like this become more common?
The UNC team hopes that more medical centers specializing in postpartum depression will follow. The Chapel Hill clinic is itself modeled after others like it in Britain, and "the new clinic is already getting nationwide interest, with doctors calling to get details about the program," says Sunny Chanel on Babble.com.

A study recently published in European Physical Journal B presents observations of how complex systems synchronise over time

In this study, Carsten Grabow and colleagues from the Max Planck Institute for Dynamics and Self-Organization in Gttingen, Germany, created a model to test the speed of synchronisation of complex networks in collaboration with the Warwick Complexity Centre, UK. They tested this model using three very different oscillators acting on complex networks, which are known as Kuramoto, Rssler and pulse-coupled oscillators. As a result, for all tested networks they showed that the structure of the coupling between network nodes determines the speed of synchronisation.

In short: the higher the disorder in the network, the faster the synchronisation. They subsequently verified this observation in real-life networks including an air-transported network, a social net-work and a human travel network. Given the great variety of networks used, the increase in the speed of synchronisation in line with increased disorder can be considered universal.

This result goes against previous observations, which showed that so-called small-world net-works, which consist of an intermediate structure of fully ordered and fully disordered networks, favour synchronisation. The small-world effect was famously applied to analysing social networks and gave rise to the theory that there are only six degrees of separation between people in a given country.

The authors are currently working on deriving a mathematical formula to predict which complex network would synchronise and how fast. Such an approach would require integrating parame-ters, including the network size and typical number of links per node, as well as the spread of the disorder introduced. This work could have real-life applications, for example, in measuring the robustness of the relaxation process in gene regulatory networks.
